What is the 1756-IB16 used for?

It brings 16 DC signals from field devices onto the ControlLogix backplane. The cyclic update time is 200 µs to 750 ms, change of state is set in software, and inputs are time stamped to ±200 µs. Isolation is 250V (continuous) from inputs to backplane and between groups, with no isolation between individual inputs.
